Call for Proposals

As part of its socio-economic development portfolio for 2026, FES Kosovo plans to publish a policy-oriented research paper (approximately 20–30 pages) examining the current state of social welfare policies in Kosovo and identifying opportunities for strengthening the country's social protection system.

The publication is intended primarily for policymakers, public institutions, civil society organizations, and other stakeholders involved in the development of social policies in Kosovo.

We hereby invite interested parties to submit an offer for the preparation of this publication.

Evaluation Criteria

Offers will be evaluated based on the following criteria:

40% – Conceptual and methodological approach

30% – Timeline for completion

30% – Price

1. Conceptual and Methodological Approach (40%)

The publication should combine primary data research, including interviews and focus groups with secondary research (review of legislation, policy documents, existing literature and available statistical data)

The analysis should provide a policy-oriented assessment of the social welfare system in Kosovo, including:

• Maternity leave policies and benefits, including financing mechanisms, adequacy of support, and their implications;
• Child benefits, including their coverage, adequacy and contribution to child well-being and poverty reduction;
• Key implementation challenges, policy gaps and opportunities for reform;
• Relevant regional and European good practices, where applicable.

The publication should conclude with practical, evidence-based policy recommendations for strengthening Kosovo's social protection system. The above elements serve as guiding questions rather than a mandatory structure.

2. Timeline for Completion (30%)

Applicants should submit a proposed timeline covering the main phases of the assignment, including research, drafting, revision and final submission.

Please note that graphic design will be organized separately by FES and should not be included in the final price.

3. Price (30%)

The financial offer should reflect the total cost of conducting the research and preparing the publication and should be presented in EUR (net amount).
